[GSA Council] Proposed change in number of council members for 2015

There are three new models proposed for how many council members/directors
there ought to be representing each faculty.
The model John proposes has the layout for this semester as follows given
there are 2552 engineering, 1978 Art Sci, 1314 Jmsb, 551 FineAr and 112
Indep.
John's model with the numbers of this semester comes out to:
4, 4, 3, 2, 1 = 14
The second model proposed is proportionate by every 500 students with a
minimum of 2 per faculty
5, 3, 2, 2, 2 = 14
Third model is proportionate by 500 without minimum of 2 per faculty
5, 3, 2, 2, 1 = 12
Model one reduces the margin of difference by lowering representation the
higher the number per faculty.
Model two assigns a minimum of 2 members and heightens threshold from 300
to 500 students per one council member.
Model three is similar to model two, except without a minimum of two per
faculty.

I argue against model two because it has a discrepancy between JSMB and
Independent of nearly ten times!
All three models reduce the number of council seats from presently 21 to
around 13.
