[GSA Council] Doodle for 2nd Nov Council meeting and Council Contract

Hi!

I'd just like to point out that meetings are not REQUIRED to end at the
indicated end time, and can continue for longer if there's a lot to get
done and Council wants to.

Also, it's a lot easier for us to get our work done when we get a break and
some FOOD!
