As you'll have seen, it also states:

"Computers2Go require recipients of computers to agree to return them to 
Computers2Go for disposal at the end of their life so they can be 
disposed of following e-waste guidelines. The City collects any e-waste 
from Computers2Go and sends it to Teck Cominco for recycling."

The Teck Cominco website [www.teckcominco.com] says:

"Teck Cominco is a diversified mining company, headquartered in 
Vancouver, Canada. Shares are listed on the Toronto Stock Exchange under 
the symbols TCK.A and TCK.B and on the NYSE under the symbol TCK. The 
company is a world leader in the production of zinc and metallurgical 
coal and is also a significant producer of copper, gold, indium, 
germanium and other metals."

It'd be interesting to see what the e-waste guidelines are that it 
refers to.
