[Busriders-van] Has Translink broken their own rules on RAV?

Hello everyone,
If I recall Translink ex-chairman "King" George Puil's rants correctly, to revisit a
subject without an intervening change in the board, the Translink board must first vote in
favor of revisiting by a 2/3 majority. I have not noticed a vote satisfying this requirement
in the minutes of the recent meetings. Assuming the rules have not been changed,
does this mean that the multiple RAV votes (after the first rejection) are therefore
invalid?
True, this amounts to a technicality, but could provide a delaying tactic.
