This March 15, like every year, there will be a demonstration against the
occupation of Iraq. This year, the demo against the war takes place right
before the demo for the International Day against Police Brutality,
organized by the Collective Opposed to Police Brutality (COBP).
This year, in light of the siege on Gaza, several Montreal groups are also
organizing a Palestine solidarity contingent within the March 15th demo.
The callout for the contingent is below.
Block the Empire isn't organizing an anti-imperialist contingent this
year, but we will be at the demo and invite you to join us as we march
under the "Resistance anywhere... Occupation Everywhere" banner. Please
bring your banners, flags, placards, etc.
Immediately after the demo against the Occupation of Iraq,
we will be joining up with the demonstration Against Police Brutality,
starting at 3 PM at Carr? Berri (metro Berri-UQAM).

Gaza is under siege. Israel is imposing collective punishment on the 1.5
million Palestinians of Gaza, who continue to face chronic shortages of
electricity, fuel, food and basic necessities in the context of an
ongoing campaign of military violence executed by the apartheid state of
Israel. In the past weeks Israeli attacks on Gaza have left 120
Palestinians dead and over 300 injured; of those killed during the past
week at least 95 have been civilians.

On Saturday, March 8, residents of Sarajevo, Bosnia, gathered in the
center of the city in an interesting show of popular democratic
pariticpation. For weeks, Sarajevo residents have been outraged at
increasing violence on their city's streets, but more so on the lack of
action on the part of the canton government to rectify the situation. Tens
of thousands of people have taken to the streets in recent weeks in
demonstrations calling for the resignation of Semiha Borovac, the Mayor of
Sarajevo, as well as Samir Silajdzic, Sarajevo Canton Prime Minister.
In January, a 72-year-old woman was killed after she was set on fire.
Three teenagers have been charged in that killing. Then, on Feb. 5, police
say three teens attacked and killed a 17-year-old student on a tram in
downtown Sarajevo. One of the three stabbed him to death.
In response to these brutal killings, the Sarajevo Canton Assembly imposed
a curfew on February 28 which forbids children and teenagers from being on
the city streets after 11pm. If they are found outside after curfew, their
parents can be charged with fines.
But beneath the situation of violence lies another story, one that points
to ongoing tensions stemming from the brutal war in Bosnia in the early
1990's, as well as many Bosnians frustrations with the international
community. They see international organizations like the European Union
and CIDA, the Canadian International Development Agency, pouring millions
of dollars into development programs, but few results.
We visited Sarajevo to attend one of the demonstrations, and we spoke with
members of Dosta, an organization which strives to combat militarism in
the Balkans by empowering local residents.

Interview with Kole Kilibarda of the Coalition Against Israeli Apartheid

Canada's first trade accord signed outside the western hemisphere was with
Israel in 1997. International trade relations with Canada, the U.S. and the
European Union are essential components to Israel's economy, creating external
markets for Israeli products to be sold, while embedding Israeli economic
activity within the international market. Today, Palestinians are appealing for
an international campaign of boycott, divestment and sanctions on Israel, in
response to the ongoing occupation of Palestine defined by a military enforced
apartheid facing the Palestinian people.
Throughout the Middle East a strong campaign against the normalization of
economic and political relations with Israel remains. Kole Kilibarda is an
organizer with the Coalition Against Israeli Apartheid in Toronto, which is
campaigning against the Israel-Canada free trade agreement. Kilibarda explains
the details of the Canada-Israel trade agreement, while offering a critique on
Canada's interest in maintaining a trade accord with Israel.
Stefan Christoff: Can you provide a break-down on your critique of the
Canada-Israel Free Trade Agreement, which the Coalition Against Israeli
Apartheid -- the organization you work with -- is currently campaigning
against.
Kole Kilibarda: Canada-Israel Free Trade Agreement was initialed on January
1st, 1997, the first agreement that Canada signed with a trade partner outside
the western hemisphere. Since 1997 the trade volume between Canada and Israel
has been increasing.
Currently the bilateral trade volume stands at around one-billion dollars.
Canada has tried to peruse additional free-trade agreements with other
countries in the region, although today the Canada-Israel trade agreement is
the central trade agreement in the region.
Also there is the Canadian-Palestinian Framework for Economic Cooperation and
Trade that exists, although this is a dormant document and there is little
bilateral trade with the Palestinian Authority. Since the Palestinian elections
in 2005 economic relations have been basically frozen. A large disconnection
exists between Canada's trade relations with Israel and with the Palestinian
Authority.
Importantly the Canada-Israel Free Trade Agreement aims to legitimize Israeli
territorial control over all of historic Palestine. Within the body of the
trade agreement, there is an implicit legitimization of Israel's occupation
through defining Israel as the territory where Israel's custom laws are applied
[which technically includes the West Bank and Gaza Strip given Israel is the
occupying power]. Wording within the Canada-Israel trade agreement is very
different from the European Union.s trade agreement with Israel which
explicitly doesn't include the territories that Israel occupies.
Canada's trade agreement with Israel applies to the entire territory of
historic Palestine, including the territories that Israel has occupied since
1967, the West Bank and Gaza, as Canada's trade agreement is based on the areas
that Israel maintains territorial control over, not on internationally
recognized borders.
Also the Canada-Israel trade agreement includes a point which specifies that
both trade partners must pursue their obligations under the United Nation's
Charter, which aims to maintain "international peace and security". Between
2000 and 2005 Canada voted to censor Israeli behavior 115 times at the U.N.,
despite this fact the trade agreement continues. Essentially this means that
the Canadian government is running counter to their own obligations under the
agreement, which specifies that the trade agreement is contingent on respect
for international law by both Canada and Israel. Basically Canada is condoning
Israel's multiple violations of international law.
Much of the agreement is also rooted in Canada's economic relationship with the
U.S., as one of the main points of the agreement is to liberalize trade with
the U.S., as Israeli products transiting through the U.S. -- with minor
modifications done in the U.S. -- would also be treated as Israeli products and
fall under the terms of the Canada-Israel trade agreement. In certain cases
this agreement is more liberal than NAFTA, in other cases it's not, however it
is an opening for Israeli-U.S. products to enter Canada.
Stefan Christoff: Can you discuss the Canada-Israel Free Trade Agreement within
the context of Canada's economic interests in the Middle East, as the
government is currently pushing additional bilateral trade agreements in the
region.
Kole Kilibarda: Canadian political interests in the Middle East have increased
quite broadly in recent years, which directly relates to trade policy. The
Canada-Israel trade agreement is now being utilized as a launching point for
the Canadian government to peruse additional trade accords with pro-western
authoritarian regimes in countries like Jordan and Egypt, countries which
already have trade relations with Israel.
Israel is a strategically important trade partner in the region because it's
the only country in the area that has trade agreements with the E.U., the U.S.
and Canada. So Israel is a starting point for regional penetration, in terms of
trade policy.
Clearly Canada is also involved in contracting out military related work in
Iraq and also deeply involved in Afghanistan, so cementing a strong regional
alliance with Israel -- essentially a settler outpost of western interests in
the Middle East -- is very important for Canada.
Stefan Christoff: Can you talk about other trade accords or development
agreements between Israel and Canada?
Kole Kilibarda: In terms of direct defense-industrial ties, Canada and Israel
have initialed an agreement called the Canada-Israel Industrial Research and
Development Fund, a yearly fund that amounts to about three-million dollars a
year, providing seed money to joint Israeli-Canadian projects.
Among projects funded by this agreement are a number of defense-industrial
projects. For example this joint Canada-Israel program is funding the
development of the Guardium - Autonomous Security Vehicle, which involves
LAHAV, Israel Aerospace Industries.
This military vehicle is designed to patrol border fortifications, like the
Israel's Apartheid wall in Palestine, or the walls being currently constructed
on the Mexico-U.S. border, built to neutralize "terrorist threats" according to
the official description. Basically it's a kill-vehicle that's robotically
operated to patrol the boundaries that militarized states such as Israel and
the U.S. are trying to protect from resistance movements.
Development surrounding this particular military vehicle points to the type of
collaboration that is happening, described as "mutually beneficial relations",
between Canada and Israel under the Canada-Israel free-trade agreement and the
Canada-Israel Industrial Research and Development Fund.
Stefan Christoff: Could you expand on why the organization you are involved in,
the Coalition against Israeli Apartheid, finds trade relations, or specifically
the Canada-Israel Free Trade Agreement, an important point to organize around
in Canada? Often the political message heard within the Palestine solidarity
movement directly addresses Israel's military occupation of Palestine however
details on economic policies are seldom addressed. In this context could you
explain why the Coalition against Israeli Apartheid has chosen to focus on
trade relations between Canada-Israel?
Kole Kilibarda: The Coalition Against Israeli Apartheid sees this agreement as
particularly threatening is because the agreement legitimizing Israeli
occupation, while concretizing Israeli apartheid, while deepening the
involvement of Canadian industry in the suppression of Palestinian human
rights. Clearly this agreement is not acceptable in the context of the daily
reality of Israeli apartheid; defined by military occupation and war crimes
targeting the Palestinian people.
One of the first articles of the Canada-Israel trade agreement outlines the
conditions of trade with Israel as applying to "the territory where its customs
laws are applied," due to Israel's military occupation includes the Palestinian
territories. This point is contrary to international law, it legitimizes
Israel's occupation and control over Palestine.
Also in addressing this particular agreement between Canada-Israel it.s
essential to highlight and recognize that this agreement is part of a broader
regional push from Canada, also from the U.S. to expand economic activity and
investment in the Middle East, as best illustrated in the aggressive pursuit of
trade partnerships or investment agreements throughout the Middle East with
authoritarian regimes.
The Canada-Israel Free Trade Agreement is just the entry point to a broad range
of province to state agreements, between Canadian provinces and Israel,
including Ontario, Alberta, Manitoba and Quebec which all have agreements with
the Israeli government, all which are important accords to organize against.
Additionally it must be noted that while bilateral trade between Canada and
Israel is now at one-billion dollars annually, overall direct investment
between the countries stands between three to four billion dollars. Clearly an
expansion of the Israel-Canada trade agreement at a national level, also at a
provincial level is being pushed.

Canada. Pendant ces cinq jours d'?meutes les gens ont confront?s les
policiers et militaires durant de violentes batailles du rue. L'arm?e a mis
fin aux ?meutes en attaquant la foule, faisant 5 morts et 35 bless?s.
Nos alli?(e)s de Qu?bec ont lanc?(e)s l'appel pour une manifestation massive
pour comm?morer ces ?v?nements.
Aujourd'hui, 90 ans plus tard, le Canada est en guerre encore une fois et
les raisons sont semblables : une guerre imp?rialiste au nom de la libert?
et la d?mocratie. Aujourd'hui, comme il y a 90 ans, les gens ne sont pas
fous. Il n'y a peut-?tre pas de conscription, mais c'est en notre nom, et
avec notre argent que cette guerre est faite et malgr? la campagne massive
de propagande la majorit? des Qu?b?cois(es) s'opposent toujours ? la guerre.

On April 9th-10th, Ottawa is hosting CANSEC, Canada's largest weapons fair.
The event is an annual gathering of war profiteers and private mercernary
armies. This year the keynote speakers will include such tyrants as
Stockwell Day (Canada's "Public Safety" Minister), Gene Renuart (a Commander
of NORAD), and William Cohen (a former United States Secretary of Defense).
People's Global Action (PGA) Ottawa is calling for two days of action to
confront these war profiteers.
On April 9th, there will be a gathering for food, speeches, and festive
evening march through downtown Ottawa. We will show our opposition to the
military occupations of Afghanistan, Iraq, Palestine, and here on Turtle
Island.
On April 10th, PGA Ottawa is encouraging a militant demonstration with the
intention of targeting CANSEC and to "shut down the war machine". The march
will begin in the late morning and converge at the Congress Centre where
CANSEC is being held.
PGA-Bloc Montreal fully supports these demonstrations and is interested in
mobilizing folks in Montreal to join to resistance in Ottawa. Any interested
individuals are encouraged to get in touch so we may begin to arrange
transportation to the demonstration on April 10th.

Join the Anti-Militarist Resistance in Quebec City!
PGA bloc Montreal is encouraging all those interested to join us in Quebec
City to support the demonstrations that commerate 90 years of resistance to
imperialist war. Friday, March 28th there will be a convergence in the
streets to mark the 90th anniversary of a massive riot in opposition to
conscription in Canada. During the five days of riots in Quebec City,
protestors confronted military and police in a violent battle. The riots
ended when the army charged the crowd, leaving 5 protestors dead and 35
injured.
Activists in Quebec City are calling for a demonstration of commemorate
these anti-conscription riots and to express their opposition to the war in
Afghanistan.
"Today, 90 years later, Canada is once again at war. The reasons are no
different, it is once again an imperialist war waged in the name of
democracy and freedom. But, then as now, people are not fooled. There may be
no conscription, but it is in our name, and with our money, that Canada is
at war. Despite the incessant propaganda, a majority of Quebec's population

Dans l'auditorium principal, entre 10h et 18h, il y aura plus de 75

d'Am?rique du Nord et ailleurs, pour partager leurs publications et leur
mat?riel, dont la plupart est impossible ? trouver dans les magasins ?de
masse?. Il y aura beaucoup de mat?riel gratuit et une bonne partie est

Pendant le Salon du Livre, il y aura une salle de films ? l'?tage, o? seront
projet?s des films et des documentaires alternatifs, et les murs du Salon
seront couverts d'oeuvres d'art d'artistes anti-autoritaires.
Il y aura une salle sp?cialement pour les distributeurs-trices de zines
locaux, une autre ax?e sur les luttes de solidarit? et plusieurs
opportunit?s de partager ses habilet?s. Aux Salons des ann?es pr?c?dentes,
il y avait une salle des m?dias alternatifs et une ?mission de radio
diffus?e en direct sur le site web du Salon du livre.
Il y a une garderie gratuite au Salon du livre et aussi une programmation
pour les enfants. Les ann?es pr?c?dentes, il y a eu des discussions sur la
vie de parent. Les enfants et les parents sont bienvenus et encourag?s ? y

The Bookfair takes place at the CEDA, an adult education and community
center in southwest Montreal, a short 2-minute walk from the Lionel-Groulx
metro station.
In the main Bookfair auditorium, between 10am to 6pm, there are over 75
booksellers, distributors and groups from all over Montreal, Quebec, North
Amerika and beyond, sharing their publications and materials, most of which
is hard or impossible to find at mainstream book stores. Many materials are
available for free, and much is published specifically to be available at
the Bookfair.
During the Bookfair day, there is a film room upstairs screening alternative
films and documentaries, while the walls of the Bookfair venue are covered
with the works of anti-authoritarian artists.
There is a room dedicated to local zine distributors, another that focuses
on solidarity struggles, as well as skill-sharing opportunities. In past
years there has been an autonomous media room, as well as a live radio
broadcast from the Bookfair site.
Free childcare is available at the Bookfair, as well as a kids program
organized by the Montreal Childcare Collective (
http://www.childcarecollective.blogspot.com). In previous years, there have
also been discussions on radical parenting. Kids and parents are welcome and
encouraged to attend!
There are also workshops throughout the day, in English and French, intended
as introductions to anarchism for those who are new to anarchy. This year's
introductory workshops include: "Demanding the Impossible: Sharing Visions
of Anarchism" and "An Introduction to Anarchism and its Aspirations".

of anarchism.

The Bookfair site is adjacent to a large park and sports field, and when the
weather is nice (May in Montreal is usually quite beautiful), a large part
of the Bookfair can be about kicking around a soccer ball or hanging out
with friends, and soon-to-be friends.
The entire Bookfair is free, and open to all; however, your donations are
encouraged, as each year, after meeting our expenses, the Bookfair aims to
support local and international anarchist (or anarchist-supported) projects
with a financial donation. Groups that have been supported in the past by
the Bookfair include the DIRA Anarchist Library (Montreal), the Biblioteca
Social Reconstruir (Mexico City), Books to Prisoners-Montreal, the Six
Nations Land Reclamation, and more.

As part of a National Day of Action for immigrant rights, Solidarity Across
Borders is again taking to the streets, with our allies, to demand justice
and dignity for all migrants. In opposition to deportations and detentions,
we demand STATUS FOR ALL! There is no such thing as an "illegal" human
being, only illegitimate laws and governments.
Daily, we resist deportations and detentions, we fight for justice in the
workplace, we demand safe and secure housing, and we oppose racism and
racial profiling. In contrast to the xenophobia promoted by the false
"reasonable accommodation" debate in Quebec, we take to the streets to
celebrate our collective struggles for justice and dignity in all its
diversity and strength.
This year, we march through the streets of Cote-des-Neiges, a predominantly
poor, working class and immigrant neighbourhood. Our march will mark the
culmination of "Mayworks!", a festival of working class and immigrant
culture, organized by the Immigrant Workers Center (IWC). Our march is also
part of the Mayday tradition, as we celebrate the struggles of working
people locally and throughout the world.
Join us -- with your friends, family, co-workers and neighbours -- on
Sunday, May 4, and add your voice and presence to the growing numbers of
people in Montreal and beyond who are demanding "STATUS FOR ALL!"

This past February, the Canadian government put into effect a "new" security
certificate law, in response to the previous law being declared
unconstitutional by the Supreme Court. The new law still allows for secret
evidence and secret trials, and does not address the fundamental unfairnes
of the security certificate process, which allows for individuals to be
detained and put under suspicion without the basic right to a fair and free
trial., and without any ability to challenge the unproven allegations.
On this month's show, we hear from LATIFA CHARKAOUI, mother of Adil
Charkaoui, who spoke at an International Women's Day conference organized by
the Women of Diverse Origins group in Montreal on March 1st. In her moving
speech, she speaks about
the conditions endured by her family under a security certificate, which
transforms family members into jailers. She also recites a story called 'The
Bracelet', which is an imagined dialogue, written by Adil Charkaoui, between
himself and his young son concerning the GPS tracking bracelet he is forced
to wear on his ankle as a condition of release from prison.
As well, we have an exclusive extended audio interview with ADIL CHARKAOUI,
who has been under a security certificate since May 2003, and under state
surveillance for almost a decade. In this interview, Adil addresses the new
security certificate law, special advocates, his legal challenge to the new
law, his current conditions of "release", his reaction to the publication of
unproved allegations against him on the website of the Federal Court; the
use of security certificates to justify the "war on terror", and more.

The organizing against the racism, sexism and xenophobia inherent in
Quebec's 'reasonable accommodation' debate, and the related Bouchard-Taylor
Commission, continues. In the month of March, as part a week of actions
against racism, the "Accommodate This!" campaign has organized a series or
discussions and workshops, as well as putting together a counter-report to
the Bouchard-Taylor Commission. We speak with NAZILA BETTACHE, a member of
No One Is Illegal-Montreal, and an organizer of the Accommodate This!
anti-racist series.

* People's Commission Popular Education film.
Documentary based on public hearings held in spring 2006 by the People's
Commission on Immigration Security Measures, with footage from a road-trip
to the Laval Immigration Prevention Centre (www.peoplescommission.org). Film
is a work-in-progress, with opportunity for feedback.
* Secret Canada, a film by Lillian Boctor and Ryan Mulligan.
Documentary on security certificates featuring interviews with Mona El
Fouli, Mohamed Harkat, Sophie Lamarche Harkat and Adil Charkaoui.
Other tools from the People's Commission Popular Education kit, including
facilitator's guide and comics, will also be available for preview.
The films will be followed by updates on People's Commission witnesses and
on Ivan Apaolaza Sancho, a Basque political prisoner who has been held at
Montreal's Rivi?res-des-Prairies Detention Centre since June 2007, under
threat of deportation to Spain.
The evening will be an opportunity for consultation on finalizing new
popular education material developed by the People's Commission as well as
discussion of strategy for confronting the national security agenda as
targetted migrants
and allies.
