As part of the international campaign for Boycott, Divestment and Sanctions against Israel, In the context of a week of action against Israeli occupation and apartheid, PICKET AND OUTDOOR FILM PROJECTION to BOYCOTT the 2nd ISRAELI FILM FESTIVAL IN MONTREAL =-=-=-=-=-=-=-=-=-=-=-=-=-=-=-= TUESDAY, JUNE 5th, 6:30pm-9:30pm Cin?ma du Parc 3575 avenue du Parc Metro Place des Arts =-=-=-=-=-=-=-=-=-=-=-=-=-=-=-= In early June, Palestinians will mark 40 years of Israel's illegal military occupation of the Palestinian West Bank, Gaza Strip and the Syrian Golan heights, and the 59th anniversary of the 1948 Palestinian Nakba ("great disaster" in Arabic) that saw the creation of the state of Israel through the displacement of over 750 000 indigenous Palestinians and the establishment of an exclusive, colonial state in historic Palestine. Groups working in solidarity with the people of Palestine living under apartheid, under occupation and in exile, have responded to a call from the Palestinian organizations at the forefront of the Boycott, Divestment and Sanctions campaign against Israeli apartheid and are holding actions globally to mark these anniversaries. In Montreal, a week of actions (http://tadamon.resist.ca/index.php/post/712) has been organized to denounce 40 years of Israeli occupation and 59 years of Israeli Apartheid. In addition to the academic and economic boycott, in August 2006, over 100 Palestinian filmmakers, artists and cultural workers called on filmmakers and artists worldwide to cancel art exhibitions planned in Israel, to boycott Israeli film festivals, Israeli cultural venues, and to end all cooperation with Israeli art, film and cultural organizations and institutions sponsored by the Israeli government (see www.pacbi.org). It is therefore cynical that supporters of Israeli apartheid, sponsored by, among others, the Israeli consulate in Montreal, have chosen this particularly sad anniversary to organise an Israeli film festival, apparently trying to divert public attention away from the darker side of Israel policy and the Palestinian tragedy: apartheid, military occupation and documented war crimes. JOIN US on Tuesday 5th of June at 6:30pm, in a picket where we will screen Palestinian movies in front of Cin?ma du Parc in downtown Montreal. *** We call upon Cin?ma du Parc to cancel the Israeli film festival. *** We call upon everybody to boycott this event! Second solidarity action with precarious Bell workers ::::::::::::::::::::::::::::::::::: Wednesday June 6th at 9h00AM Mount-Royal Center 2200 Mansfield Street, Montreal Peel Metro station ::::::::::::::::::::::::::::::::::: The Workers? Solidarity Network (WSN) is calling for a second solidarity action with Bell workers for an effective and disruptive picket line during the annual meeting of Bell shareholders. Because the meeting begins at 9h30, let's be punctual and let us be numerous enough to ensure the success of our picket line. Let Bell's bosses know that their workers have had enough of their cuts! Since 1990, in the name of competitiveness, Bell Canada Enterprises (BCE) has consistently reduced its workforce. This past Mayday, 67 young workers from Bell, working at the Jean-Talon Tour, learned that their job was being transfered to India at the end of the month of May. 160 others will see their hours cut from 35 hours to 15 hours per week as of January 2008. In 2012, workers who are members of the Association canadienne des employ?s en t?l?communications (ACET) and of the Syndicat canadien des communications, de l'?nergie et du papier (SCEP-FTQ) going on retirement will see their pension benefits reduced and eventually eliminated completely in 2016. These cuts will apply to all workers, unionized or not, working for BCE and its affiliates such as Bell, Aliant and Connexim. As Bell pushes its workers towards precarity, we can see that for any boss, large or small, putting profit before people is standard. In response, the WSN organized a solidarity picket with Bell workers on May 18. We paid a quick visit to Bell's Eaton Centre kiosk and then picketed Bell's largest store in downtown Montreal. We blocked the doors, emptying out the store, until police arrived. We then continued our picket talking to potential customers and people passing by about the struggle of Bell workers. These solidarity actions are being organized to support the struggle of Bell workers by encouraging the participation of people from the wider working class community who are not directly affected by the conflict. We must continue to stand in solidarity with Bell workers until their demands are met. To this end, the Workers? Solidarity Network, a network of workers committed to taking the struggle to the bosses by direct action, is calling for a second solidarity picket on June 6 to join with Bell workers and make it an effective and disruptive picket line. Using our numbers and our solidarity, the only effective response to the bosses is direct action! For a fighting unionism! The Workers? Solidarity Network (WSN) For infos: 514-830-0066 rst.wsn at gmail.com From christoff at resist.ca Sun Jun 3 19:55:39 2007 From: christoff at resist.ca (Stefan Christoff) Date: Sun, 3 Jun 2007 19:55:39 -0700 (PDT) Subject: [Bloquez l'empire!] [Montreal] The Gazette: Observers slam voting corruption in Philippines Message-ID: The Gazette: Observers slam voting corruption in Philippines 'Not a vibrant democracy' Sikander Hasmi, The Gazette Published: Sunday, June 03, 2007 http://www.canada.com/montrealgazette/news/story.html?id=451372db-f037-4d3d-8218-f51083b85b65&k=79252 The Philippines is a not a "vibrant, thriving democracy" and the federal government should review Canada's ties with the Pacific island nation, a group of Montreal observers who witnessed the country's mid-term elections said yesterday. "We didn't see a vibrant democracy. What we did see was coercion, corruption, and violence," journalist and observer Stefan Christoff said at a news conference outside St. James United Church. According to the Centre for Philippine Concern, the May 14 legislative elections are of major political significance because U.S.-backed President Gloria Macapagal-Arroyo is attempting to hold on to power in both the House of Representatives and the Senate. The next presidential election is scheduled for 2010. "What we witnessed first hand was vote buying (and) the effects of the military violence," said Christoff. "We interviewed dozens of community residents who vividly described the armed forces of the Philippines entering communities and demanding that people vote in certain ways and not vote in other ways." Observers from 12 countries summarized that this wasn't a random occurrence, Christoff said. Observer and visual artist Freda Guttman recounted how Efraim Genuino, the head of the country's gaming corporation who has close ties with the president, intimidated vote counters. "He strode into this vast sort of arena-like area, looking like Mussolini and with body guards who were armed," she said. "He went in with two bodyguard into the rooms where the counting was taking place and would ask people who were counting which party they were from." Guttman added that two of Genuino's sons were running in the riding. There have been more than 850 political killings and 200 abductions in the Philippines since 2001, Christoff said. Human rights organizations, including Amnesty International, have accused the current government of complicity in the killings. Canadian companies have mining interests in the Philippines and the federal government offers military assistance to the country's army the same army the observers implicate in the killings and other human rights abuses. "The Canadian government should stop holding a hypocritical position where its willing to point out human rights abuses in certain countries and not others," Christoff said. Ottawa needs to take a stand, he said, because by supporting the government economically, Canada is inherently supporting the "political situation the government is maintaining, which is human rights abuses, fraud, and fraudulent democracy." Beaconsfield United Church clerygman Shaun Fryday said that the country's president has the power to stop the killings and abuses. "The president is, unlike other governments, the head of the government, the head of state, and the head of the armed forces. So she has all the power within her office to end this but she chooses not to because she continues to manipulate the system," Fryday said. Officials at the Philippines embassy in Ottawa weren't available for comment. shashmi at thegazette.canwest.com ? Please support their legal defense by considering a contribution to the El Salon Police Riot legal fund, and by attending upcoming court dates. More info below ...] Last April 19, 2006, at least 50 Montreal police officers intervened to end a Palestinian political prisoner event at El Salon on St-Laurent Boulevard. The event, called "Break the Chains," included poetry, films, speeches, as well as several music acts, and was part of a national tour raising awareness about Palestinian political prisoners by the Sumoud group in Toronto. The Montreal event was organized and supported by Books to Prisoners-Montreal, the Coalition Against the Deportation of Palestinian Refugees, Indigenous Peoples Solidarity Movement, International Solidarity Movement (ISM), Montreal Anarchist Black Cross, No One Is Illegal-Montreal, Solidarity for Palestinian Human Rights (SPHR) at McGill and Concordia and the Twelve Months PP/POW Calendar Project. The "El Salon Police Riot" was a brutal police overreaction. That night, three people (Meg, Nazila, and Stefan) received tickets, while two others (Amanda and Jaggi) were charged with obstruction. Nobody went to jail, despite the use of upwards of 50 cops at a poetry event, and everyone was released and back on St-Laurent Boulevard within two hours. You can read by-stander accounts posted to CBC Montreal at the following link: http://www.cbc.ca/canada/montreal/story/2006/04/20/qc-reax20060420.html [The original article is at: http://www.cbc.ca/canada/montreal/story/2006/04/20/qc-brawl20060420.html ] Photos showing the police intervention are linked at: http://gallery.cmaq.net/sumoudevent There were several complaints about the police's conduct on April 19. The police response was to add assault charges to Amanda and Jaggi many months later, as well as to charge Ahmad of Toronto with four counts of assault police, almost six months after the fact. Clearly, the charges have been added to make a disproportionate police intervention seem justified. Ahmad's trial begins next week. Jaggi's trial has already begun and will continue in August, and Amanda will learn her trial dates later. [At trial, it's been confirmed that at least 50 cops were deployed on April 19; moreover, the police are claiming that their radio system "wasn't working properly" on April 19, 2006, which means the police, conveniently, cannot provide audio tapes of their correspondence that night.] --> DONATIONS FOR LEGAL DEFENCE! Jaggi's continues in the summer, and Amanda will know her court dates shortly. Meg and Stefan are fighting their tickets. Nazila was declared "not guilty" because her arresting officer didn't show up to court. All defendants are actively fighting their charges, and would appreciate your support in court. The original event that was raided on April 19, 2006 ? a fundraiser for Palestinian political prisoners ? brought together more than 100 individuals from various groups and communities. It's important that we show that strength again in court. Ahmad's trial is next June 12 and June 14 at Montreal's Municipal Court. (fwd) Message-ID: ---------- Forwarded message -------- *** PLEASE FORWARD, FAR AND WIDE *** This summer while people across the globe converge in Germany to shut down the meeting of the G8 we will be taking action in the streets of Halifax to stop the destructive policies of the proponents of Atlantica. June 14th to 16th, over 500 delegates will meet in Halifax, Nova Scotia to discuss their plans to go ahead with the Atlantica accord. Atlantica is a proposed deep integration concept that includes the Canadian Maritime provinces and the United States north-east states that seeks to harmonize trade regulations and remove barriers to trade. Like we have seen with NAFTA and the FTAA these barriers are things such as environmental regulations, food safety, social services and now minimum wage legislation. Atlantica is an insult and an attack on our lives! ==> TADAMON! Montreal" Appeal: Nahr el Bared Refugee Camp, Lebanon CALL FOR SOLIDARITY AND URGENT FINANCIAL AID FOR DISPLACED PALESTINIAN REFUGEES Since 20 May, Nahr al Bared, a Palestinian refugee camp in northern Lebanon with an estimated 40,000 inhabitants, has been under bombardment by Lebanese military forces. The military assault on the densely populated refugee camp takes place after a clash between Lebanese security forces and an armed salifist group called Fatah al Islam, which infiltrated the civilian refugee camp. The bombardment of the refugee camp takes place during the 40th anniversary of the Israeli occupation of Gaza, the West Bank and the Golan Heights. This year also marks the 59th anniversary of the creation of the apartheid state of Israel, which led to the displacement of some 750,000 Palestinians from their homeland. Some of these refugees, their children, and their grandchildren are now living in Nahr al Bared, as the world remains largely silent in the face of Israel's refusal to recognize their right of return. According to the United Nations Refugee and Relief Works Agency (UNRWA), over 20,000 people have been displaced since 20 May. Lebanese national and religious institutions have, in general, remained closed to the displaced refugees. The large majority of those displaced have instead taken refuge in greatly over-burdened and under-resourced homes in other Palestinian refugee camps, such as Shatila, Bourj al Barajneh and Baddawi. International NGOs are directing relief towards the small minority who are sheltering in UNRWA schools. As fighting between the army and Fatah al Islam enters its fourth week, thousands of civilians remain trapped within the camp. Military clashes are spreading to other refugee camps in the country, notably Ein el Hilweh, a camp near Sidon, in the southern part of the country. Circumstances surrounding the conflict are unclear; the origin, nature and objectives of Fatah al Islam - an armed extremist organization with few historic or current ties to Palestinians in Lebanon - raise many questions. In this context, Tadamon! Montreal regards the following as points of departure to respond to the crisis: * Nahr al Bared and the other Palestinian refugee camps in Lebanon exist as a result of the creation of the state of Israel and the continued refusal of the apartheid state to accept the Palestinians' right of return, as called for by U.N. Resolution 194. The refusal by Lebanese authorities to grant full civil and economic rights to the Palestinians until their eventual return to their homeland has resulted in sub-standard conditions in the camps. * Palestinians who have no relation whatsoever with Fatah al Islam - that is, the vast majority of people residing in Nahr al Bared - have been displaced or killed, their homes and lives shattered by the shelling of the camp. * The conflict is being instrumentalized by various parties in Lebanon to heighten prejudice against Palestinian refugees, who should be considered allies in the struggle against Israeli colonialism. It is being used to exacerbate sectarian division, destabilize the country and to undermine the fight against Israeli apartheid and resistance to North American domination of the region. >From this perspective, Tadamon! calls on all who are concerned with justice and human life to refuse to be silently complicit in the oppression of people who have already suffered displacement for 59 years. Tadamon! calls on everyone to reject the Bush-like logic, all too often implicit in media coverage of the crisis, which justifies "collateral damage" as necessary to "national security" in the context of the "war against terrorism". ==> TADAMON! We speak with: -> ANTONIA BAKER of the Prisoners Justice Action Committee (PJAC) in Toronto, about the series of "tough on crime" bills introduced by the Harper government, and Canada's emerging Prison Industrial Complex. -> JILL CHETTIAR of the Anti-Poverty Committee (APC) in Vancouver, about the disruptive tactics being employed to oppose the upcoming Olympic Games in Vancouver and Whistler in 2010, in support of anti-poverty and indigenous sovereignty efforts. -> ASHLEY TURNER & ROB BLOCK of Sin Fronteras in Houston, Texas, about a recent protest at an immigration detention facility, as part of a Global Day of Action for Free Movement coinciding with anti-G8 protests in Germany. This month's show was produced by members of the No One Is Illegal collective in Montreal, in conjunction with the CKUT Community News Collective. No One Is Illegal-Montreal is part of a worldwide movement of resistance, fighting for justice and dignity, and the right to self-determination for migrants, refugees and indigenous people. Our campaign is in public confrontation with the Canadian state, denouncing and taking action to combat racial profiling, police brutality, detentions and deportations, as well as opposing the displacement and genocide of indigenous peoples on Turtle Island. ----- BACKGROUND INFORMATION about our June 2007 show: The Canadian House of Commons has passed, and is debating, a whole series of "tough on crime" bills. Some of these proposed laws are supported by the opposition NDP, such as mandatory sentencing. Together, they contribute to Canada's burgeoning Prison Industrial Complex. On this month's No One Is Illegal Radio, we speak with ANTONIA BAKER of the Prisoners Justice Action Committee (PJAC) in Toronto about the new crime and prison laws, and the movement to oppose them. For background info: www.justicelawscoalition.ca www.pjac.org :::::::::: Also on this month's show, we hear about grassroots resistance to the 2010 Olympics that will take place in Vancouver and Whistler, British Columbia. There have been several disruptions of Olympic-related events in Vancouver, in support of anti-poverty and indigenous sovereignty movements: an Olympic ceremony was interrupted, the Olympic flag was stolen, and a Vancouver Olympic Organizing Committee official was symbolically evicted from this office. On this month's show we speak with JILL CHETTIAR, an organizer with the Anti-Poverty Committee (APC) of Vancouver, about the campaign against the upcoming winter Olympic games. In the past year, we're heard from indigenous sovereignty movements from Six Nations to Tyendinaga, Grassy Narrows to Kahnawake. We've listened to US activists fighting for migrant justice, from New York to New Bedford to Oakland. We've heard from activists in Lebanon, Palestine and England. On December 1st, 2005 -- more than one year ago -- police officer Bernier from Station 25 shot and killed Anas Bennis, a 25-year old Canadian of Moroccan heritage. Anas was killed outside a neighborhood mosque at the corner of C?te-des-Neiges and Kent, just minutes from his home. The police claim that Anas had attacked them with a kitchen knife, but over a year later they have failed to produce either the knife, the security video which filmed the events leading to Anas' death, or proof of the injuries that officer Bernier supposedly sustained. Despite their efforts, the Bennis family has not been able to see this evidence or to receive copies of the prosecutor's report or the police report regarding Anas' death. As Minister of Public Security and newly appointed Minister of Justice, Jacques Dupuis has the power to release the police and prosecutor's reports to the Bennis family and to the public. Join us in demanding an end to this cover-up, and in reiterating our demand for JUSTICE! Their attitudes are curiously anachronistic, as if our boys have gone off to stick it to Jerry. There are yellow-ribbon support-our-troops stickers on many cars; there's home town pride. Embedded correspondents produce little more than a stream of human interest pieces, as if Afghanistan was some enormous Katrina aftermath. You'd probably find something similar in Norway, Finland, and other Nice Countries that have sent troops over there. Perhaps Americans would feel the same way were the whole Afghanistan question not obscured by the much more spectacular disaster of Iraq. The opponents of The Mission sound wimpy. They say it's not a peace-keeping operation-- so what? Is nothing else ever justified, under any circumstances? They point out that the mission doesn't have popular support. Again, so what? Can't something unpopular be right? They claim it helps the Americans, but the Americans, really, are beyond help, and Canadian assistance isn't about to turn US idiocy into success. They protest that civilians are being killed. True: one might add that 'collateral damage' is a rather abstract way to describe tearing off a child's face and going 'oops'. However all modern wars, because they involve air power, inevitably involve collateral damage, so only a complete pacifist could find this objection decisive. Should we not tell other countries or societies how to run their lives, ever? How about Rwanda? On top of this, the entire opposition to the Afghan war worships at the altar of Supporting our Troops (Bring Them Home!). This is either hypocrisy or nonsense. If you support the troops, you must support them where they are, not where you might wish them to be. So someone might ask: do you or don't you wish that the troops who are in fact now in Afghanistan remain safe? If you do wish that they remain safe, you wish them to possess that huge military asset, invulnerability. You want their armor and air support and heavy weapons to protect them. This can only mean that you hope they kill any Afghan who threatens their lives. Push come to shove, you want them to win all their battles. This, as an anti-war stance, is nonsense. "Support our troops, bring them home" is not an anti-war slogan, it is mere evasion. But if you don't wish them to remain safe, then you don't really support the troops. You're a hypocrite: you can't support them if you don't hope to keep them from harm. No one I know admits to this attitude. In other words, there is no serious opposition to the Afghan war, for much the same reason that the opposition to the Iraq war has been so feeble: the 'opponents' of The Mission agree with its promoters that the troops, its cutting edge, should be protected at any cost. Moreover the complaints about the mission are just that--mere complaints, making bogus appeals to principles which no one holds unconditionally anyway. No one has shown that in *these* conditions, the principles are so terribly important that The Mission should end. Yet the West's war in Afghanistan is an outrage--contemptible in its conception and shameful in its execution. If this isn't obvious, it's because the invaders don't seem to be violating any sacred principle or (to give them the benefit of a doubt) acting from bad motives. Instead, The Mission fairly screams that it will fail, and failure, in these circumstances, is a huge, bone-headed crime. The troops who make this crime happen can be viewed with a certain sympathy, but they should never be supported in any way. Contemptible strategies The big justification for The Mission is that we are fighting, as the infantile phrase goes, the Bad Guys, the Taliban. There's something criminally dishonest about this. Here's an inexact parallel which tries to get at what's wrong. Suppose the Taliban are bad like TB, not cancer--you lead an awful life, but usually you live. Now suppose there,s TB in your town. I come to believe that TB is a scourge of your society, and fighting TB should be your number 1 priority. I could eliminate TB in your town by providing 100mg of a certain drug to each inhabitant, but I have no intention of allocating resources on that scale. So, on the cheap, I provide 10mg of the drug per person. This may bring some temporary relief; it may even cure a very few exceptionally healthy people, but of course what it won,t eliminate TB, and those helped are very likely to get it again, later. I use this distribution of drugs to justify my military occupation of your town. I kill inhabitants who oppose my TB program, on the grounds that they,re an obstacle to curing your society. The contemptible wrongness of my actions is elusive. I have no bad intentions or motives; I've violated no inviolable principles. But there is something repugnantly shoddy about my good intentions. It's not that I'm trying to do something bad. It's that I'm not really trying to do something good, only pretending to do so. I pretend, first of all, to myself. I've embarked on an enterprize that I know will have terrible costs to others, and which will achieve nothing. This looks a bit like the sort of gamble we just have to take from time to time. But it isn't a gamble, because I know my strategy will fail. I choose to ignore this, and pretend my efforts are serious. In short I'm trying to hold two obviously clashing beliefs. One is that after much struggle I will succeed; the other is that I've invested much too little in the 'struggle' to succeed. I don't want to relinquish either of them. Academics call this cognitive dissonance. Willful myopia helps us manage these clashing beliefs. We see our killings of Afghan civilians as a series of mistakes, of setbacks, and so they are. But we we know these mistakes will continue to happen, and we refuse even to estimate their eventual, total cost to the Afghan people . Instead, we go on about our noble sacrifice. That sacrifice includes going thousands of miles to kill others, often as not people who did us no harm. We make like we've done their grieving, often starving, maimed or crippled friends and relatives and neighbours a great big favour. They did not ask for this favour, and the sacrifice we impose on them dwarfs our own. Our blood-drenched dishonesty is nothing if not contemptible. But how do we know we will fail? Foreseeable failure You can always say: we don't know for *sure* that we will fail. Well, we also don't know for sure that 10% of the recommended minimum dose for the treatment of TB won't cure the patient, but we're sure enough. We can be about that sure that The Mission will not cure Afghanistan of its ills, or do much for our own. That's because no one even proposes troop commitments anything remotely like what we believe is necessary for success. When the US invaded Iraq, military people told us that vastly more troops would be needed. If there was some excuse for dismissing such advice in 2003--and few would see any such excuse--there is none now. Once again, military analysts suggest troop levels orders of magnitude greater than anyone contemplates. Afghanistan is as large as Iraq; its population is slightly larger. Its people have more experience in irregular warfare, and its topography is better suited to guerrilla operations. Its languages and cultures are, to Western invaders, an even greater obstacle to intelligence gathering than the Arabic of Iraq. Its fighters have a sanctuary in Pakistan such as the Iraqis can only envy. And no one is going to push Pakistan around too much, because it has nuclear weapons and the means to deliver them. Respectable military thinking holds that, even with allies, The Mission might take half a million men. A Rand Corporation study in 2003 stated you need 20 soldiers per 1000 inhabitants for that sort of thing. Based on RAND's population figure for Afghanistan of 27,755,775, this, yields a force of about 500,000.(*) Defense expert Craig T. Cobane does not dispute the calculation, but adds: "That number was totally unfeasible and impractical."(**) In 2001, mainstream publications like the Christian Science Monitor and the New York Times echoed the 500,000 figure. Nothing and no one has discredited this estimate; it's studiously ignored. Current 'coalition' forces number 30,000 to 50,000. If no one likes to mention the 500,000 figure any more, it's probably because we also realize that nothing remotely like that number will be provided. The US speaks of increasing its commitment by 3200 men, not 320,000. Other countries are at least as cautious; it's not even clear how long they,re willing to maintain their current contributions. So no one expects the West to remake Afghanistan on its own. Afghanistan is, in this respect, like the town with TB. Precisely because Western military planners agree they don't have enough troops, it has always been assumed that, as Musharraf says, we will use the locals as canon fodder, and this is what has been done ever since the Americans invaded in 2001. This of course means that Western powers must cooperate with the local powers that be. And this in turn means that even military 'success' will bring failure of The Mission. What could possibly count as success? Not simply defeating the Taliban, but creating conditions which ensure that Afghanistan won't host some similar group once the West packs up and leaves. Usually this objective is dressed up as rebuilding the country, eliminating the drug trade, creating a democratic society, and--especially popular in North America--stopping the oppression of women. Perhaps none of this is meant seriously, and the real reason NATO is in Afghanistan is to please the Americans: perhaps European and Canadian governments have terrified themselves by defying America over Iraq. But whatever the objectives, none can be attained. The reason is well known but rarely said out loud: attaining any of them requires real control of the whole country, not the illusion of control maintained with the assistance of various warlords. The notion that some national army will supplant the warlords is a non-starter, because these same warlords are an essential element in the national government. Nothing they don't want--not least the extinction of their own power--can happen in such circumstances. However much Western troops and their fawning journalists may vaunt the military prowess of Our Side, we are weak, and we cooperate from weakness. One spectacular sign of this cooperation from weakness is the opium renaissance that has flowered under Western occupation. But the costs of cooperation go far beyond this. Because Western troops are colossally ignorant of the country, they have on several occasions fought innocent people, because anyone can bring destruction to his enemies by labelling them 'Taliban'. More important, military weakness on the ground means reliance on air power, inevitably applied with the wishful thinking that passes for tactical intelligence: a desire to hit the enemy becomes a belief that the enemy have been located, even when those located are civilians. Quite often, civilians are knowingly killed to get at enemy hiding amongst them. These idiotic practices show no sign of going away. They are accompanied by a failure to provide basic security in the country, and the much more important failure to provide *long-term* security. Everyone, including the Western powers, knows that sooner or later they will leave, and the same factions that ran the country piecemeal before will run it again. (In most areas, they run things right now.) So the idea of winning hearts and minds is ridiculous. This might not matter in a truly massive military occupation, but it certainly matters in occupation on the cheap. And Western powers will never opt for a massive military occupation because, even then, the prospects of long-term success are uncertain, and the expense colossal. Moreover a full-scale occupation would not only erase any pretense of an independent Afghan government, but involve massive bloodshed. All this might be politically acceptable to secure something really vital, like the Arabian peninsula, but not a backwater like Afghanistan. What of fighting terror? There can be no long-term gains here either. The Taliban alliance with Al Qaeda cannot very well be broken in Afghanistan when it has moved to Pakistan, and even if it could, such alliances would simply reproduce themselves with warlords who remain when the Western troops leave. That's not all. No one even claims that the retention of bases in the region is essential to the operation of anti-Western terrorists, so one wonders on what basis this military occupation can present itself as an important anti-terrorist operation. It seems more likely that the ever popular 'surgical' operations against known individual terrorists are what's needed, and that the invasion is simply an excuse for the inability to mount enough such operations to make any difference. So even if we accept that terror can be fought with military force, the problem seems to be bad intelligence, and that's not solved by troops stomping all over the landscape in a country that for centuries has excelled at confounding occupying armies. We have seen all this in Iraq. It's all old news. We know that Rumsfeld's bluster about high-tech war on the cheap, with few troops, was a fantasy, and that the conventional, sky-high estimates of what's required reflect reality. We know, whatever we say, that The Mission will fail. It may be a good cause, but that doesn't matter. It doesn't matter because its objectives are out of reach. We hear a lot about commitment. Canadian Prime Minister Steve Harper, like Blair before him and like Bush, tells us that we've made a commitment to the Afghan people, and we must not leave them in the lurch. It's common to hear this from soldiers, too. This is, at best, self-deception. Suppose I promise to rebuild your bridge and allocate, from the very beginning, one tenth of the manpower and materials necessary to rebuild it. Then I have either made no commitment in the first place--just spoken some words without substance--or I made one without ever intending to keep it. Take your pick. Under either interpretation, this is sleaze masquerading as virtue. If after over five years the West can do no better than this-- "Afghan children chew on mud they scratch from the walls of their homes to stave off hunger." -- the idea that we will achieve something in Afghanistan is a dream. We know it, and we need to wake up from it. Responsibility The criminality of The Mission extends beyond our own actions. The West has inserted itself as the dominant military power in Afghanistan. It holds the capital, the airports, and the main transportation routes. It props up a puppet government. It asserts its power everywhere. This makes the West the effective sovereign in the country, which in turn makes the West responsible for every single thing that goes on there. Except for the sort of everyday crime that no society can eliminate, this includes what would have gone on even if the West had not invaded: a ruler is responsible for the security and welfare of those ruled. Instead of fulfilling this responsibility, the West brought all the agony of war, and virtually none of the benefits of civil society, to a country that posed no substantial threat. The invaders did this knowing it was all for nothing, just as the TB criminals knew that. The Mission, then, is a well-intentioned atrocity, so obviously futile that it shames all who join or support it in any way. They say that ignorance of the law is no excuse: the wilful disregard involved in the creation of a disaster is no excuse either. No rhetoric and no UN or international seal of good housekeeping can ever change this. Our responsibilities therefore involve opposing the mission and everything that contributes to its success. This requires real opposition, not support-our-troops cowardice, not human interest reporting, not entertaining 'our brave fighting men and women over there'. If the war is a crime, then Steve Harper and the other Western leaders can't be the only criminals. The mature, competent adults who volunteer for the armed forces and fight in Afghanistan, who actually wreak the death and destruction, have to be criminals as well. This doesn't preclude having sympathy for them. Some of my friends have gone wrong and committed serious crimes, in one case a murder. I still care about them and wish they hadn't made bad choices. But they did, and I didn't try to make them feel good about it. Notes (*) "Burden of Victory: The Painful Arithmetic of Stability Operations", By James T. Quinlivan, http://www.rand.org/publications/ (**) "A 2003 RAND report noted there were twenty peacekeepers per thousand people in Kosovo. "When justice fails, block the rails!" ----- CN Rail is a multi-billion dollar company, headquartered in Montreal, whose tracks and installations occupy native lands from ocean-to-ocean. CN Rail is currently pursuing a multi-million dollar lawsuit against three Mohawk activists from the community of Tyendinaga who were actively involved in the defense of their land. CN is threatening more lawsuits against other indigenous communities and activists who block CN rail lines. CN Rail and their executives are targeting indigenous community organizers who have effectively brought the issue of land rights violations and native sovereignty to the forefront. In the context of appropriated native territory, which their tracks sit on, CN Rail's actions are colonial and racist. While CN uses the courts to attack native activists, their CEO -- E. Hunter Harrison ? is a member of the North American Competitiveness Council, a key promoter of the recently formed "Security and Prosperity Partnership" (SPP) between Canada, the United States and Mexico. The SPP continues the imposition of the neo-liberal North American Free Trade Agreement (NAFTA), combined with paranoid "Homeland Security" policies. The SPP is an attack on all working and oppressed peoples, especially the indigenous peoples of "North America". The SPP leaders ? George Bush, Stephen Harper and Felipe Calderon -- will be meeting later this summer, from August 20-21, in Montebello, Quebec (just 90 minutes from Montreal). Quand le CN attaque, on bloque la track! ? Hunter Harrison -- is a member of the North American Competitiveness Council, a key promoter of the recently formed "Security and Prosperity Partnership" (SPP) between Canada, the United States and Mexico. The SPP continues the imposition of the neo-liberal North American Free Trade Agreement (NAFTA), combined with paranoid "Homeland Security" policies. The SPP is an attack on all working and oppressed peoples, especially the indigenous peoples of "North America". The SPP leaders -- George Bush, Stephen Harper and Felipe Calderon -- will be meeting later this summer, from August 20-21, in Montebello, Quebec (just 90 minutes from Montreal). "Canada" is a country built on stolen land and genocide: we come together on July 1, in solidarity with native protests across Turtle Island, as non-natives in opposition to Canadian colonialism and racism. Quand le CN attaque, on bloque la track! ?
