TO ALL OF THE OTHER CAMPAIGN IN MEXICO AND NORTH OF THE RIO GRANDE

Compañeros and Compañeras
Brothers and Sisters:

As has been made known to the public, yesterday, October 29th, 2006, Vicente Fox’s federal forces attacked the people of Oaxaca and their most dignified member, the Popular Assembly of the People of Oaxaca, the APPO.

To the date, federal forces have killed at least three people, among them a young child; left tens of people wounded, among them many women from Oaxaca; and tens of people have been detained and illegally moved to military prisons. All of this in addition to the dead, detained, and disappeared since the beginning of the movement to demand the resignation of Ulises Ruiz as governor of Oaxaca.

The attack by federal forces doesn’t have any other objective than to keep Ulises Ruiz in power, and to destroy the popular organizations of the oppressed people of Oaxaca.

The people of Oaxaca resist. There isn’t an honest person that can remain silent and unmoved while all of these people, largely indigenous, are assassinated, beaten, and jailed.

We, the zapatistas, will not stay quiet and we will mobilize in support of our brothers and sisters, the compañeros that are the people of Oaxaca.

The Sixth Commission of the EZLN has consulted the zapatista authorities and the following has been decided:

FIRST: During the entire day of the 1st of November of 2006, the streets and roads that cross territory where the EZLN maintains a presence in the southern state of Chiapas will be closed.

As a consequence, we ask that everyone refrain from traveling by the highways of Chiapas on this day and that they make the necessary arrangements to do this.

SECOND: Through the sixth commission, the EZLN has begun to make contact and consult with other political and social organizations, as well as groups, collectives, and individuals of the Other Campaign, in order to initiate days of solidarity with Oaxaca and to convene organizing together with all of Mexico that is oppressed and to realize a national strike on November 20th, 2006.

THIRD: The EZLN makes a call to the Other Campaign in México and to the north of the Río Grande so that this 1st of November of 2006 there are mobilizations wherever possible, and that streets, highways, tollbooths, bus stations, airports and all types of means of communications are closed entirely, partially or intermittently, be these closures real or symbolic.

FOURTH: The message that the Zapatistas send and will sent to the people of Oaxaca is only this: YOU ARE NOT ALONE, YOU ARE NOT ALONE.

IMMEDIATE WITHDRAWL OF FEDERAL OCCUPATION FORCES IN OAXACAN TERRITORY!

    DECLARACIÓN DE LA APPO
   
  En estos momentos tan difíciles, pero de tanto heroísmo del digno pueblo de Oaxaca, le agradeceríamos enormemente pudiera publicar nuestra voz.
   
  La comisión provisional de la Asamblea Popular de los Pueblos de Oaxaca (APPO) reconoce la heroicidad del pueblo de Oaxaca y hace un llamado a todos los pueblos del mundo a reforzar su lucha. Hoy se iniciaron acciones contundentes en diversas partes de la ciudad, del país y del mundo. Agradecemos infinitamente su solidaridad y pedimos que continúe de manera más contundente. La resistencia del pueblo de Oaxaca es la resistencia de la humanidad ante la barbarie y el fascismo, el triunfo del pueblo de Oaxaca representará un triunfo para la humanidad progresista.
   
  Esta jornada de lucha no representa, de ninguna manera, una derrota para la APPO, hoy más que nunca está fortalecida, de manera pacífica, sin haber llamado a la agresión, pudimos hacer frente a la Policía Federal Preventiva (PFP), la cual, a pesar de la agresión con tanquetas, gases, helicópteros y rifles de asalto no pudo tomar el zócalo de la ciudad de Oaxaca, ni siquiera las barricadas más importantes en la ciudad.
   
  La comisión provisional de la APPO hace un llamado a movilizarse el día de mañana a las 11 horas en la ciudad de Oaxaca, en México y en todo el mundo. La marcha en la ciudad de Oaxaca, saldrá de tres puntos:
   
  1. Mercado Zonal de Santa Rosa.
   
  2. Procuraduría General de Justicia del Estado.
   
  3. IEEPO.
   
  Queremos dejar en claro que hace unas horas se pudo por fin establecer contacto con la Secretaría de Gobernación por medio del subsecretario Arturo Chávez Chávez, al cual se le plantearon tres demandas:
   
  1. Retiro inmediato de la PFP.
   
  2. Liberación de los 70 detenidos
   
  3. Salida de Ulises Ruiz Ortiz.
   
  Hasta ahora no hay respuesta por parte de la secretaría respecto de la petición de instalar una mesa de diálogo, hacemos un llamado urgente al aún presidente constitucional Vicente Fox Quezada a establecer dicha mesa antes de que las cosas se desborden aún más, no cometa, señor Fox, las mismas torpezas que Ulises Ruiz Ortiz. El día de hoy usted se ha manchado nuevamente las manos de sangre; la muerte de un niño y de un miembro del IMSS, asesinados a balazos en su operativo "pacífico", así como el más de centenar de heridos y los más de 70 detenidos, nos impulsan a seguir con más determinación que nunca en esta lucha. Entiéndalo bien señor Fox, a un pueblo sediento de justicia no se le reprime.
   
  Es obvio que la intervención de la PFP en Oaxaca no tiene la intención de restablecer los derechos de la ciudadanía ni de protegerla. El objetivo que persigue es proteger al asesino y así asegurar la silla presidencial al usurpador Felipe Calderón, quien al igual que Ulises Ruiz trata de asumir el poder después de un fraude descarado mediante la alianza PRI-PAN.
   
  Este es el estado de derecho que pregona Fox, un estado de derecho donde asesinan niños, donde la policía arremete con rifles de asalto en contra de un pueblo desarmado que se manifiesta pacíficamente. Un estado de derecho donde los asesinos pueden ser gobernantes y pasearse con total impunidad por los escenarios políticos. Este es el estado de derecho que Calderón recibirá y continuará... si es que los dejamos.
