Mettons fin à l'occupation de l'Afghanistan par le Canada

Le Collectif Échec à la guerre, l'Alliance canadienne pour paix, le
Congrès du travail du Canada et le Congrès islamique du Canada lancent
conjointement cet appel à une journée de protestation pan-canadienne, le
28 octobre 2006, pour exiger le retrait des troupes canadiennes
d'Afghanistan. Ce jour-là, des gens de partout s'uniront pour dire à
Stephen Harper que nous rejetons son appui enthousiaste au militarisme
canadien et étasunien.

Alors que la population afghane souffre toujours des ravages de la guerre,
le mois d'octobre 2006 marquera le 5e anniversaire de l'invasion et de
l'occupation de l'Afghanistan. La reconstruction n'y progresse aucunement
et les besoins du peuple ne sont pas satisfaits.  Le pouvoir du nouvel
État afghan, largement constitué de seigneurs de guerre dont les assises
sont liées au commerce de la drogue, ne pourra amener la réalisation des
aspirations démocratiques du peuple.  En fait, selon les rapports de Human
Rights Watch des dernières années, ces seigneurs de guerre ne respectent
pas plus les droits humains que les Talibans.

On nous dit que le but de cette guerre est d'extirper le terrorisme et de
protéger nos sociétés.  Mais l'approche brutale d'une occupation militaire
qui tente d'imposer un régime sympathique aux intérêts des États-Unis
amènera plus d'Afghans aux mouvements de résistance.  Et nos sociétés n'en
seront que plus - et non moins - sujettes aux attaques terroristes. Aucun
débat parlementaire sur la tactique militaire ne pourra changer cette
réalité. En fait, la violence augmente et les attaques se multiplient
contre les troupes étrangères et les civils afghans.

Même si les soldats canadiens peuvent partir en Afghanistan avec les
meilleures intentions, ils opèrent sous les auspices d'un projet étasunien
d'édification d'un État fort peu soucieux des besoins du peuple afghan.
Les intérêts étasuniens et canadiens reposent plutôt sur l'imposant projet
de pipeline trans-afghan (PTA) d'une valeur de 3,2 milliards $, qui
amènera le pétrole de la région caspienne, à travers le sud de
l'Afghanistan (où le Canada est stationné), vers les ports du Pakistan. Ce
n'est pas un secret que le PTA a dominé la politique étrangère des
États-Unis envers l'Afghanistan depuis 10 ans. À présent, les compagnies
pétrolières et gazières canadiennes y ont leurs propres intérêts.

Au cours de la dernière décennie, le rôle des Forces armées canadiennes à
l'étranger a changé et la politique étrangère canadienne est devenue une
réplique du discours impérial étasunien. Le résultat de ce processus
apparaît maintenant au grand jour avec le rôle de nos troupes dans le sud
de l'Afghanistan, avec l'accroissement énorme des budgets alloués aux
dépenses de guerre et de "sécurité", avec les discours à-la-Bush de
Stephen Harper, avec les campagnes de peur à propos du "terrorisme d'ici"
pour accroître l'appui à ces changements inquiétants. C'est précisément en
s'engageant dans cette voie que des jeunes soldats canadiens seront tués,
que notre société sera davantage en danger et détournera de plus en plus
de ressources pour semer la mort et la destruction en Afghanistan. Nous
exigeons le gel des budgets militaires et sécuritaires jusqu'à ce qu'un
débat en profondeur soit mené sur ces questions à travers tout le Canada.

La mission en Afghanistan a déjà coûté plus de 4 milliards aux
CanadienNEs. Cet argent aurait pu servir à satisfaire des besoins humains
réels au Canada et ailleurs. Au lieu de cela, il sert à tuer des civils en
Afghanistan et à promouvoir les intérêts de grandes compagnies.

Le 28 octobre, prenons position : Troupes canadiennes hors de
l'Afghanistan maintenant !

Call for action on October 28, 2006

End Canada's occupation of Afghanistan

The Collectif Échec à la guerre, the Canadian Peace Alliance, the Canadian
Labour Congress and the Canadian Islamic Congress are jointly calling for
a pan-Canadian day of protest this October 28th 2006 to bring Canadian
troops home from Afghanistan. On that day, people all across the country
will unite to tell Stephen Harper that we are opposed to his wholehearted
support for Canadian and US militarism.

This October marks the 5th anniversary of the invasion and occupation of
Afghanistan, and the people of that country are still suffering from the
ravages of war. Reconstruction in the country is at a standstill and the
needs of the Afghan people are not being met. The rule of the new Afghan
State, made up largely of drug running warlords, will not realize the
democratic aspirations of the people there. In fact, according to Human
Rights Watch reports, the human rights record of those warlords in recent
years has not been better than the Taliban.

We are told that the purpose of this war is to root out terrorism and
protect our societies, yet the heavy-handed approach of a military
occupation trying to impose a US-friendly government on the Afghan people
will force more Afghans to become part of the resistance movement. It will
also make our societies more - not less - likely to see terrorist attacks.
No discussion on military tactics in the House of Commons will change that
reality. Indeed, violence is increasing with more attacks on both
coalition troops and on Afghan civilians.

While individual Canadian soldiers may have gone to Afghanistan with the
best of intentions, they are operating under the auspices of a US-led
state building project that cares little for the needs of the Afghan
people. US and Canadian interests rest with the massive $3.2 billion Trans
Afghan Pipeline (TAP) project, which will bring oil from the Caspian
region through southern Afghanistan (where Canada is stationed) and onto
the ports of Pakistan. It has been no secret that the TAP has dominated US
foreign policy towards Afghanistan for the last decade. Now Canadian oil
and gas corporations have their own interests in the TAP.

Over the last decade, the role of the Canadian Armed Forces abroad has
changed and Canadian foreign policy has become a replica of the US empire
building rhetoric. The end result of this process is now plain to see with
the role of our troops in Southern Afghanistan, with the enormous budget
increases for war expenditures and "security", with the Bush-style
speeches of Stephen Harper, and with the fear campaigns around "homegrown
terrorism" to foster support for those nefarious changes. It is this very
course that will get young Canadian soldiers killed, that will endanger
our society and consume more and more of its resources for destruction and
death in Afghanistan. We demand a freeze in defense and security budgets
until an in-depth public discussion is held on those issues across Canada.

The mission in Afghanistan has already cost Canadians more than $4
billion. That money could have been used to fund human needs in Canada or
abroad. Instead it is being used to kill civilians in Afghanistan and
advance the interests of corporations.

On October 28th, stand up and be counted. Canadian Troops Out of
Afghanistan Now!
